VOLTA EG told about its Smart Cluster Projects in the IPS of the East at the CIGRE Conference in Yekaterinburg

Specialists of VOLTA Engineering Group R&D Directorate took part in the 4th International Scientific & Technical Conference Actual Trends in Development of Power System Protection and Automation held in Yekaterinburg on 3–7 June 2013. The forum, organized by OJSC System Operator of UES, OJSC VNIIR and Russian National CIGRE Committee, attracted more than 300 specialists from Russian and foreign companies engaged in operation of RPA technical complexes, representatives of companies manufacturing respective equipment, and experts of scientific community.

The main subjects of discussion included relay protection and its implementation on the basis of IEC 61850 protocol, emergency control systems with regard to improvement of the existing algorithms and development of the new ones, wide-area measurement system (WAMS), and cyber security. As noted by experts, WAMS-related subjects were of particular interest this year. OJSC System Operator of UES intends to equip up to 200 energy facilities (1,000 devices) in the RF Unified Energy System with WAMS units before 2020. So far, 210 WAMS units have been installed at 44 UES facilities, 20 of them operating online and transferring measured data to SO UES entities at the rate of the production process.

An important role of WAMS in improvement of the existing UES operation dispatch and automated management systems and in creation of fundamentally new automated control and mode management systems was emphasized. Foreign contributors who spoke at the forum, in particular, representatives of Alstom Grid and SEL, familiarized the attendees with their own practical experience of implementing WAMS in electric power systems of different countries, while reports of Russian contributors were mainly devoted to theoretical aspects of further development of WAMS technology.


The report made by the representative of VOLTA Engineering Group, Russia (system integrator in power industry), which is currently implementing innovation projects aimed at creation of phasor measurement systems in Elgaugol and Vanino smart grid clusters in the eastern part of the RF (the customer is OJSC Federal Grid Company of Unified Energy System) has not gone unnoticed by the expert community.

The main emphasis was made on the analytic functions of these systems including abnormal conditions detection and signalling; low-frequency oscillation detection; control of disturbance decay coefficient in the system; detection of exceeded phase angle difference between the system nodes; detection of frequency separation of system compartments; monitoring of system stability by several criteria. So far as it relates to the Vanino EC project, these functions also include dynamic identification of equivalent circuit parameters of overhead transmission lines and transformers; calculation of the average temperature of overhead transmission line wires; calculation and structuring of technical power losses in overhead transmission lines and transformers; organization of combined monitoring of overhead transmission line status based on information from the synchronous phasor measurement system and overhead transmission line monitoring system. The combined monitoring system of Vanino EC overhead transmission line status is created to fulfil the following tasks: real-time determination of the overhead transmission line permissible loading limit; dynamic optimization of relay protection and automation settings; authentication of temperature measurements (comparative analysis of calculated and measured values); evaluation of losses in overhead transmission lines.

These projects are unique for Russian power industry. Currently, WAMS recorders are installed in a number of areas of the USE of Russia; however, the majority of them operate in the offline mode, while the implemented synchronous phasor measurement systems have limited functionality. Within the framework of its projects, VOLTA Engineering Group is creating a full-scale three-level synchronous phasor measurement system: the lower level comprises WAMS recorders, the medium level consists of intermediate (substation) concentrators that provide data pre-processing and backup, and the upper level includes central concentrator that accumulates data from all cluster substations and performs the algorithm of analysis, visualization, backup, and export.
